On behalf of the RWP’2021 Program Committee, it gives me great pleasure to invite you to RWP’2021, to be held in the Kaliningrad city.
Kaliningrad is the largest city and the administrative center of Kaliningrad Oblast, the westernmost Oblast of Russia. The city is situated on the Pregolya River, at the head of the Vistula Lagoon on the Baltic Sea, with a population of 489,359 residents, up to 800,000 residents in the urban agglomeration.
Immanuel Kant Baltic Federal University (IKBFU) is one of 10 federal universities in the Russian Federation. The university was awarded federal status on December 30, 2010. From 2010–2015, the university implemented a major expansion program valued at RUB 5 billion. In 2015, the Long-Term Development Strategy of Immanuel Kant Baltic Federal University won the International Competitiveness Award for Russian Universities. The mission of the University is to present and promote the best practices of Russian science, education, and culture in Europe and enhance the Kaliningrad region's international competitiveness by building up its intellectual and research potentials and image. Immanuel Kant Baltic Federal University is a leading educational institute in Russia’s westernmost region. The university currently offers over 300 secondary, higher, additional, and post-graduate professional educational programs. The university’s infrastructure includes 53 buildings. Over the past 5 years, the total area of the university area has expanded by 3.5 times. The university has its own Clinical Diagnostic Center. Over the past 5 years, our R&D funding has increased by 3.5 times. Immanuel Kant Baltic Federal University, an innovative university in the Russian Federation, strives to maintain and further develop the academic traditions of its predecessor – Albertina Koenigsberg University. The history of Albertina, one of Europe’s oldest universities, dates back more than 460 years. Over the years, its instructors and lecturers have included: Johann Hamann, Johann Herder, Friedrich Bessel, Friedrich Jakobi, Ferdinand von Lindemann, Adolf Hurwitz, David Hilbert, and Herman von Helmholtz; the founder of Lithuanian literature Kristijonas Donelaitis studied theology at the university; and the writer and composer E.T.A. Hoffman attended lectures in philosophy. The greatest figure in the history of Koenigsberg University is undoubtedly Immanuel Kant, the great philosopher who was once a Russian citizen. His name forever tied Koenigsberg and the university with the cultural history of all mankind and became a landmark of the region. The conference would take place at the IKBFU Institute of Physics, Mathematics, and Information Technologies.
The main areas (sections) of the conference:
Section 1. Wave propagation and remote sensing of the upper atmosphere and space.
Section 2. Propagation of radio waves of one hundred meters - ten meters band.
Section 3. Propagation of radio waves of meter - sub-millimeter bands in the troposphere and urbanized environments.
Section 4. Propagation of the optic waves in atmosphere and laser sounding of nature environment.
Section 5. Propagation of kilometer and more long waves.
Section 6. Physical problems of radar, navigation, and telecommunication.
Subsection 6.1. Applied aspects regarding the conditions of the wave propagation during the operation of different radio electronics equipment.
Section 7. Remote sensing of atmosphere and Earth surface, radio meteorology.
Section 8. Math modeling of electrodynamics and wave propagation problems.
Section 9. Nonlinear effects caused by the propagation of powerful radio waves of different bands in the ionosphere.
Subsection 9.1. Nonlinear wave structures in the complex continuous mediums including the atmosphere, hydrosphere, and cosmical plasma.

Please pay attention to the rules for drafting and formatting of the documents!
Papers ‒ 4 pages A4. Papers for plenary sessions ‒ 8 pages. All papers presented for the conference will be reviewed. The Program Committee cannot accept the papers that don't fit the conference subject or don't have new scientific results as well as the papers formed not according to regulations
The language of the conference ‒ Russian, people from abroad can present papers in English. Presentations at the meetings would be translated into English.
Publications. Papers included in the conference program would be published (CD-ROM) before the conference opening if at least one of the authors paid the registration fee (before 1 May 2021). Responsibility for the published material correctness is on the authors. Paper variant of publications could be provided for additional money on the condition of the preliminary order.
The registration fee for participants from Russia and CIS is 3500 rubles, 1500 rubles for students and postgraduates, 300 US$ for scientists from abroad. The fee includes conference meetings, coffee-breaks, stand-up meals, folders, excursions, and publications on CD-ROM. The contributory scheme will be on the conference site.
